In Latin America and the Caribbean, 45 % of the population lives in a
state of poverty. Well before the terrorist attacks in the US, a drop in
growth from 3.9 to 1.3 % was predicted. Unemployment, which was At 10 % at
the beginning of the last decade of the 20th century and had gone down to
7.8 % in 1995, has risen to 9.5 % to-day. 35 % of the
people have no social security cover (source: ILO).
This does not prevent the Canadian Trade Minister from affirming at the
same moment : "According to a recent Australian government survey,
globalisation has helped reduce poverty in the world during the past 30
years. Up to now, the focus of policies has been the financial side, but
the region has reached the limits of structural adjustment."
Solutions could be sought by helping small businesses, the domestic
market, and by developing education.
